Letter written by agent Joseph [last name illegible] to John Whiting explaining that invoice is enclosed [on p. 3 of folded letter]. Joseph also states that he cannot account for the described shortage Whiting claimed to have in his latest delivery and asks what Whiting's procedure is for unpacking shipments. Itemized list is detailed on [p. 3]. Address and date written in black ink on upper right corner of [p. 4].
