Catalog gives no indication of company name except for the initials "F.R.C." on p. [1] of cover.
Evidence of a page removed at the perforation is found at the front of the catalog (possibly p. i-ii?), indicating that this page was meant to be removed. Very possible that "F.R.C." is a dealer and not a manufacturer of this lighting ware and that this page held the manufacturers information. Covers with dealers names were often added to the published catalog--it was common for manufacturers to do this when issuing catalogs to dealers.
