Proposal is unsigned, undated, but probably 3rd quarter 18th century.
Proposal has NB watermark: "Pro Patria" and device of Garden of Holland with Virgin of Liberty. The text points out that glass industry would be an advantage to Holland, but for it to succeed is needed an important duty on glassware and a rule forbidding export of cullet.
